Abstract
The formation of energy security policy and the construction of energy infrastructure are based on the prevailing concept of energy security. According to D. Yergin (1988: 111), it might be described as aim to ensure a reliable energy supply at reasonable prices, without harming the essential national values and goals. From a sociological point of view, it is important to investigate what threats of energy security are identified by the actors who construct energy security policy. The social actors’ awareness of energy security and their choices, which usually are defined by uncertain situations, depends on a variety of social factors. Sociological theories allow to explain and interpret these factors. Although D. Yergin (2006: 70) complemented the definition of energy security, arguing that each country’s energy security concept depends on the position in the chain of energy supply and the threats of each national energy system are not identical, however, the technological elements of the systems (infrastructure, energy sources) are more or less universal. Therefore, the scientists researching threats of technological energy systems agree on the existences of a common threat to energy resources supply (e.g. Russian VVER or Japanese ABWR - type nuclear reactors). Meanwhile, the perception of risk and uncertainty of energy system functioning is selective and caused by various social factors, regardless of whether the uncertainty and the risk is real or just imagined.[...]
Monografijoje energetinis saugumas atskleidžiamas sociologiniu pjūviu ir parodoma, kad šalia mums įprastų techninių, ekonominių, politinių ir ekologinių aspektų socialiniai taip pat yra svarbūs. Tyrėjų pasitelkta skirtingų teorinių perspektyvų skalė atskleidžia įvairialytę energetinio saugumo socialinę dimensiją. Susiedami globalinius procesus, savitas posovietinio regiono socialines kultūrines ir politines sąlygas, atsižvelgdami į savitą energetikos infrastruktūros raidą, knygoje autoriai pateikia išsamią ir įdomią sociologinę energetinio saugumo analizę. Monografija parengta remiantis tyrimais, kurie atliekami VDU Energetinio saugumo tyrimų centre nuo 2010 m.
